Grant To Help Learning Disabled Man Build Hydroponic Gardening Business

I'm 44 years old and I'm single. I live in Kingston, Ontario, Canada.
I have one sister. My mom and dad have passed away due to cancer
I have been diagnosed with a learning disability. That is why I'm on ODSP (Ontario Disability Support Program).
I get $1083.72 per month and I pay out
- mortgage about $480
- phone and TV about $120
- hydro power about $100
- bus pass $45
- Internet $35
- food $200
That leaves me with about $100 per month. As you can see I'm just getting by.
I have been learning about computers at home and a friend has been helping me learn.
I can't get a job because I'm a slow learner and can't keep up with everyone else.
I would like to work and then I saw a video that would be great for me but I don't know how to go about doing it on my income.
I am looking for a grant that I read about other people getting.
It would be great to start a small business. I wont be alone; I'll have my two friends to help me.

It sounds great, but it doesn't include things like:
- actual plans to build a unit
- rent and power
- permits that I will need
- lights and other stuff
