Quadriplegic Looking For Government Disability Grants For Transportation

My name is Sean Johnson. I'm a quadriplegic looking for government disability grants for transportation.
I was born in the city of Gardena in Southern California. I am 26 years old and I currently live with my mother and sister in Lancaster, California.
On June 29, 2008, I was wounded in the neck by a stray bullet shattering a portion of my neck causing paralysis. I am now a quadriplegic and was told that I would never walk again.
I lost over 30% of my hand and arm feeling and my fingers probably won't ever grip the same. Before the accident I considered myself one great cook and was planning on attending the California School of Culinary Art's La Cordon Bleu.
Now it's impossible for me to do that or let alone even work. I am currently receiving Social Security Income and I can barely afford to pay my rent and bills.
I was never able to know what it feels like to own my own vehicle and that's what I'm seeking. I am asking for thirty or more thousand dollars so I can purchase a car that I can call my own.
I've been through the Rancho Los Amigo's National Rehabilitation Center and there I was taught to transfer from wheelchair to car. On top of that I am able to take apart my wheelchair and put it in the car so I don't need assistance.
I am currently traveling by bus and/or relying on other people for rides. I have always been independent and self-reliant before my accident but with my current financial status I don't see myself ever being able to purchase or lease a vehicle which as of right now is just a dream.
